"Underage drinking presents an enormous public health issue. Alcohol is the drug of choice among children and adolescents. Annually, about 5,000 youth under age 21 die from motor vehicle crashes, other unintentional injuries, and homicides and suicides that involve underage drinking."

"In 2006, 1.4 million youth ages 12 to 17 needed treatment for an alcohol problem. Of this group, only 101,000 of them received any treatment at a specialty facility."

North Dakota Teen Drug Rehab

Adolescence (12 to 17 years) is a critical and vulnerable stage of human development, during which males and females experience different biological, social, and cognitive changes. During this life stage, millions of adolescents experiment with substance use and engage in behaviors that can affect healthy neurological and psychological development. Understanding the behavioral health differences between adolescent males and females can help to inform public health policy and build prevention and intervention programs that strategically target the different needs of adolescent males and females.

HIGHLIGHTS: ADOLESCENT DRUG AND ALCOHOL ADDICTION IN NORTH DAKOTA
• Approximately 5,000 (8.8 percent) adolescents in North Dakota used an illicit drug in the past month; 3,000 (6.1 percent) used marijuana, and 2,000 (4.6 percent) used an illicit drug other than marijuana.

• 21.6 percent (11,000) of adolescents used alcohol in the past month, and 14.5 percent (7,000) engaged in binge drinking.

• Rates of alcohol dependence or abuse were significantly higher for females than males.

• Adolescent females were significantly more likely than adolescent males to need but not receive treatment for alcohol problems (11.7 v. 7.6 percent), but there were no significant differences in rates of unmet need for drug treatment between males and females (4.8 v. 4.2 percent).

• Adolescent females were significantly more likely than adolescent males to have experienced a major depressive episode (MDE) in the past year (10.8 v. 6.4 percent).

The data described in the Adolescent Behavioral Health reports derive principally from national surveys conducted by the Office of Applied Studies, a component of the Substance Abuse and Mental Health Services Administration. Sources for all data used in this report appear at the end.

ADOLESCENT SUBSTANCE ABUSE TREATMENT IN NORTH DAKOTA
State treatment data for substance use disorders are derived from two primary sources:(1) National Survey of Substance Abuse Treatment Services (N-SSATS), an annual 1-day census of clients in treatment and (2) the Treatment Episode Data Set (TEDS), which provides information on annual treatment admissions.

According to the 2006 N-SSATS survey:

• North Dakota showed a 1-day total of 2,301 clients in treatment, the majority of whom
(1,837 or 79.8 percent) were in outpatient treatment. Of the total number of clients in
treatment on this date, 270 (11.7 percent) were under the age of 18

According to 2003–2006 TEDS data

• Adolescent males accounted for 57.7 percent (875) of the 1,517 total adolescent substance abuse treatment admissions.

• Of the total male admissions, 21.9 percent were drug treatment admissions, 63.7 percent were alcohol and drug treatment, 10.6 percent were alcohol treatment, and 3.8 percent did not report type of treatment.

• Of the total adolescent female admissions, 16.1 percent were drug treatment, 62.7 percent were alcohol and drug treatment, 16.5 percent were alcohol treatment, 4.7 percent did not report type of treatment.

• Of the total adolescent female admissions, 75 percent (481) reported marijuana use, and 79.3 percent (508) reported alcohol use

• Further, 6.5 percent (98) of the total adolescent admissions reported methamphetamine use, 4 percent (35) of male admissions and 9.8 percent (63) of female admissions. 4.7 percent (72) of all admissions reported inhalants use, 3.7 percent (32) of male admissions and 6.2 percent (40) of female admission.

NSDUH 2003–2006 estimates that more than 1.16 million adolescents needed but did not receive treatment for illicit drug problems and more than 1.3 million needed but did not receive treatment for alcohol problems. NSDUH defines “unmet treatment need” as an individual who meets the criteria for abuse of or dependence on illicit drugs or alcohol according to the Diagnostic and Statistical Manual of Mental Disorders, 4th edition (DSM IV), but who has not received specialty treatment for that problem in the past year.

In 2003–2006,
